I just got this email from Heide @ the Town of Milton (keep in mind its past 10 pm on a Friday and they're still working).

Mike:Just reading the Hawthorne Villager.Just to let you know Fourth Line won’t be closed until the lights at James Snow Parkway and Britannia Road are functioning. Therefore the closure of Fourth Line may not commence exactly on September 1, it may be delayed by a week or so.Heide

Just wondering here - when are they slated to start construction on the new high school ?? They've got some fences, a trailer and a port-a-potty there on the LSL side - but so far this is it. Are they planning on starting on bringing in the BIG equipment and dump trucks and the works during the time that 4th line will be shut down?? Asking cause if 4th is shut down and you have extra construction traffic coming and going on the new high school site - LSL could be one hellava road to be driving on ....... but then on a side note - they probably will DELAY starting the new high school until the pumping station is done ...... (september 2012 completion my ass !! )

As we reported before, the closure of 4th line between LSL will not happen until JSP is open to Britannia.

In the report ENG 031 10 it states "the proposed road closure will not be taking place until the new opening of JSP south to Britannia Road and the signalization of this intersection is in place and open for public use as an alternate route."

It continues that "the region of Halton will be responsible for the delivery of notices to all residents directly affected by the road closure"

Maybe some of our regional council candidates can let us know who those people might be as it seems there are a LOT of people who will be directly affected by this closure.

Given the fact the intersection of Derry and 4th line might have condo/rental units there might be a need for that westbound turn lane onto Derry.

Is that something that would be looked at the Regional level?

Thanks for the post.

Since the proposed Summerwood Estates condominium townhouses and apartments would not enter onto 4th Line there is no need for westbound turn lanes as there is already an intersection curbed and serviced at the intersection of Derry and Sauve St. (see attached proposed site plan Figure 2) which will also run north to link with Costigan road to service the new Valery homes area east of Miller Drive.

Just remember Mike that the previous council which I was not a member of but which the previous poster served on closed 4th line north of Derry road to Main St. E. in 2005 two years before James Snow Parkway opened to Derry road.

I will be ensuring James Snow Parkway is open to Britannia road before the temporary construction closure of 4th line south of Louis Laurent Blvd. occurs.

Hopefully signalization means traffic lights and not stop signs - like what was first put at Britiannia and 4th and Britiannia and Thompson.

As of today's date there is no information on when the Phase Two area of the Summerwood Estates development would be coming to council for approval. Type in upcoming reports at the site search icon of www.milton.ca for find out when reports should be coming to council and committee for decisions.

At the present rate of construction in the area I would expect any reports on this proposal would not be until the new year as this Council has only four more meetings in the term after Monday's Council meeting.

Outside of the people in the row of houses on Fourth Line that directly benefited from the closure, there were far more people that wanted it to stay open - matter of factly speaking. I'm sure there will be a load of people would would love the idea of opening that centre median to allow westbound turns.

This is a very old topic... but to want to label Fourth Line as a Cul De Sac, as schools, homes and libraries are built up on it, not to mention that it's one of the main roads in/out of this town, (even with the completion of JSP) is extremely short sighted.

There are several subdivisions bordering 4th line, which actually make it LESS residential than even a feeder street like Clark or Scott. Alas, decisions were made and the format was forced in that direction for the reasons discussed in length here and elsewhere, whether right or not. AND THEN, in comes a library, 100-child day care centre, a high school, and more! This is much more than a Subdivision Feeder street, and it cannot be closed. That's probably a good enough argument to support the left turn lane at Derry too.

A 2yr detour for thousands 401 --> JSP --> Main --> Thompson -->Derry --> Hawthorne Village... I have to agree with Martin on this one. Nobody wants a repeat of forced closures and long detours, so we're happy to hear that it will not be closed until JSP is fully open for business.

This is exactly why we need to be informed going forward. Most of us weren't paying attention back when the 4th Line fiasco took place and it was a complete disaster.

I love Milton but from a planning and design standpoint, some of the decisions over the last decade are real head-scratchers. When you go down the list, it really is quite unbelievable at how inept either a) our politicians or b) the developers really have been.

I have absolutely no idea why the original design of JSP south from 401 didn't just come in a straight line south through where the existing 4th Line (cul de sac - ridiculous) now sits. It's mind-bogglingly stupid. Instead, homes are built directly on 4th line, causing the whole stink from those residents forcing it to be closed TWO YEARS before JSP was completed to Derry. So now, JSP (an absolute dream to drive on, given the traffic light timing on the rest of Milton's streets) strangely winds way over to the east.

I understand the concerns of the residents on 4th line, but waaay back, the design should have been for JSP to come through that area and move the residential back from there. Again, I have no idea who makes these decisions, but we are paying BIG TIME for things that happened years ago. Educate yourself on the candidates in your wards and get out and vote and hopefully the next ten years of development won't get as screwed up as the last ten.

I don't even know what I want anymore for the street! nor do I understand what point I'm trying to make.

If you want the road to be a cul de sac, then plan for it that way and make it one. From both the north and south side. As it stands now and going forward, as more homes get built, and more infrastructure gets built up around it, it has no chance of ever being that. And that should have been known from the start, years ago.

While I like the idea of the westbound turn lane, adding that will make the street even less of a cul de sac than ever, with no space for expansion.

More people live around 4th Line than they do JSP, meaning you can build your super road to no where, and at the end of the day, 4th Line will still likely have more traffic.

Thanks for clarifying, Jan. It helps to know some of the background behind some of these decisions.

All I know is that we moved here in 2001 and always took JSP/4th Line south from the 401 to Derry. We assumed this was JSP and over time would be widened and developed as such - suddenly one day we find out it's closed down! At the time we were living in Timberlea and were dismayed that now all of the HV traffic would be re-routed up Thompson (then only 2 lanes with NO underpass) for 2 years until JSP and the Thompson underpass were completed.

It's reasons like this that show how poorly the Town has handled it's booming development. I won't even get into the new Derry Rd. fiasco heading west to HVE and the issues there surrounding emergency access to that area with no underpass.... That situation is off-the-charts bad. I'm also confused by Milton's bias against any right turn lanes on newly constructed roads which also has me baffled, but I digress...

In suburban, transit-unfriendly areas/developments like Milton, you have to take Mississauga's approach and build roads first - oh, and it would help to try to plan a wee bit better up front also.
