Boulevards are for snow storage in the winter when the snow plows clear the street.
The question asked by many on our street was and still is - why does the boulevard need to be a full 2 meters wide on our quiet crescent.
We were told that this was an absolute requirement yet similar recent construction projects in town have a smaller boulevard.
Despite this, two of us were also told that the wide boulevard provides "psychological confidence" to pedestrians walking on the sidewalk because they "feel" safer.
I will get back right to you after the next snow fall on how Burlington does this, and this is not a small road (it's like Yates). I am pretty sure what they do is dump the snow on the side without a sidewalk. I think it's just an excuse not to think outside the box.
Lol @ munchito, anyone that needs 6 feet of grass to be psychologically confident to walk down a road needs some help

For this road I am talking about, they have a bicycle lane that keeps the cars further away from the curb. For smaller side streets, cars should not be driving fast enough to scare pedestrians.
