The warranty on owned water heaters is pretty good. The repairs may not have cost you anything.
Over the course of 15 years the rental payments will be 3-4 times what you would have paid to buy your own.
I think the rest of North America has it right and Ontario has it wrong.

We purchased our WH in our last home (~$1500) - different vendor, and received a full 10 year labour & parts warranty with it. This time around we want to purchase the WH but the lack of warranty is a big factor.
