No, fourth line is not "supposed" to be a major road!
My understanding is that Fourth line is not supposed to be a major road between Derry and LSL but below LSL it is slated to be a busier road.
School busses picking up kids in residential areas should be stopping at designated locations - not individual homes when picking up the kids unless they are handicapped (pick up in white bus) or attending different school for program reasons (could be picked up in taxi, van, small or large bus). In those cases, they would likely not be picking up at more than one stop in a neighborhood.
Rural kids (some on fourth line may qualify - South of LSL) could get picked up at their homes because there is no safe walking route to a designated stop ie: no sidewalks.
On busy roads where kids have to gather at one stop and may be coming from opposite sides of the road, the kids should gather on both sides of the road and the kids crossing would use the bus' flashing lights to aid their crossing - making it a controlled intersection. That is why you should not pass a bus with lights flashing.
If you think a bus is making too many stops in a residential area and picking up kids at their individual homes, call the school boards and check on the stops that should be happening in that area.
The stop in the 4th line area that aggravates me is the one on Clarke just West of 4th line. It picks up for the Catholic high school and has a lot of kids that get on. The problem is that most of them are late in getting to the stop, the parents drive their kids to the stop and let them out all over the road and you have to wait 5-8 minutes for them all to finish running for the bus because they are all late.
