Here are some updates on the recent news regarding the independent panel review ordered by the federal Minister of the Environment. An independent panel will review the proposed CN Milton Logistics Hub project, which means another small victory in our opposition to this project as it is currently being proposed. Thank you to everyone who submitted your comments to the CEAA, and the local citizen groups who have been working hard to spread the word. Though this is far from over, this proposed project is not a done deal. Please continue to get involved, spread the word, and voice your concerns. JULY 21st 2015

On July 20th, the federal Minister of the Environment, the Honourable Leona Aqlukkaq, ordered that a panel review of CN’s proposed Milton Logistics Hub project be undertaken. The Halton Municipalities (the Town of Milton, the Town of Oakville, the Town of Halton Hills, the City of Burlington and Halton Region) welcome the Minister’s decision to refer this project to a panel. In accordance with federal environmental assessment legislation, a panel is composed of independent experts who review an environmental assessment, convene public hearings and make conclusions and recommendations on whether or not a project should proceed and if so, under what conditions.

“We are very pleased that the federal government has identified the significance of this project and the public interest in reviewing its many potential environmental effects,” said Chair Gary Carr. “The Region very much looks forward to working with the Minister on this environmental assessment. I also want to publicly acknowledge with thanks the support we received from our federal MPs on getting this independent review. This result is important to all of us living in the Region.”

Previously, the Halton Municipalities had written to the Minister and the Canadian Environmental Assessment Agency expressing their joint interest in ensuring that there is federal-municipal cooperation in carrying out a full review of this rail-truck intermodal facility.

“This rail-truck facility affects federal and municipal responsibilities and needs assessment from both levels of government,” said Milton Mayor Gordon Krantz. “The Minister’s decision ensures that will happen.”

The Minister’s announcement also expanded the scope of Environmental Impact Statement Guidelines to be issued by Canada for the project. These changes respond to several concerns raised by the Halton Municipalities in recent letters to the Minister and Canadian Environmental Assessment Agency. In particular, the Minister expanded these information requirements to expressly include:

    - municipal land use, including present and approved land uses;
    - human safety in relation to motor vehicle safety and pedestrian/bicycle safety; and
    - human health, including potential changes in air quality, drinking water quality and noise exposure in the Project vicinity.

The Minister has also set timelines for the environmental assessment. The review panel is to be established within 150 days, (December 17th, 2015). The Canadian Environmental Assessment Agency will be asking for comments from the public on the Terms of Reference for the establishment of the review panel, details of which will be announced at a later date.

It's kind of amazing the cost overruns/delays for something as simple as a bridge or highway exit
Yet CN seems confident they can finish in a year or two?

Heck let them build the intermodal AFTER they build the Tremaine improvements, 401 exit, and any other capital project the town of Milton thinks we need (education village with a nice stadium)

The Canadian Environmental Assessment Agency has allocated $203,122.90 to four applicants to assist their participation in the environmental assessment by a review panel of the proposed Milton Logistics Hub Project in Ontario.

Mississaugas of the New Credit First Nation $95,600.00

Oh nice. My tax dollars are being thrown at special interest groups. Sweet.

I'm glad the natives are getting most of it. They can use the money to buy roadblocks and alcohol.

He doesn't think they'll buy roadblocks???

I don't understand how the particular use of a plot of land which is going to be developed into 'something' no matter what happens, requires funneling money to native groups (or any, but natives in particular). Like, what is the native issue with building an intermodal vs a house or business district? I'd think they would just hate all of it, period.

Isn't this a private development? In that case, the environmental assessment IS the opposition group tasked with looking at this on behalf of society. Why do we need to fire money down the throats of all these groups? I thought we fired money down the throats of the government for this purpose?

I hope the Milton Says No spends some of that money to inform the new Transport and Environment ministers on the local issues:

Transport Minister Marc Garneau, Westmount—Ville-Marie.

Environment Minister Catherine McKenna, Ottawa Centre.

I contacted the Canadian Environmental Assessment Agency ( CEAA ) to inquire why native groups are allotted to receive significant funding re CN plans. I have not heard of their involvement in this issue. CEAA said they would respond with an answer to me via email that I will post when I get it.

If you would like to send your thoughts about this project directly to the people doing the assessment then below is the email address. The nice lady at CEAA said that it is important that if we do not want this project to go ahead then it is important for as many people as possible sent email to the address below with reasons why this project should be stopped. Good reasons include location / below the Niagara Escarpment, traffic, etc.

It makes sense if they're one of the organizations petitioning against it. What doesn't make sense is what their interest is (unless they have a stake in the property or nearby property, which is news to me). Seems odd though. Look forward to hearing what they (CEAA) say.
