No they do not install these units.
As you can see, to install one you, will need to break up the concrete floor where the sewer line goes out of the house.
For this type of protection, a unit like this, is by far the best type to get. There are other devices that are installed at floor drains but they offer little protection because that water/sewage will just find another way up into the home. Often when sewers do back up, there is considerable pressure behind the water, and I have seen sewage shoot 2 feet in the air out of a basement shower drain. This unit is designed to completely block any back-flow into the home.
I imagine that there may be some maintenance for a unit like this, you know, just checking it once in a while, and I would think that this could be a bit nasty.
If it's installed professionally, I would consider this as an upgrade for any home, especially with a finished basement.
Theoretically, in the newer areas of town, a device like this should not be necessary, but, you never know when local systems can become clogged or overwhelmed.
