caulking is normal. depending on who installs it. i like to seal it around the pot trim regardless if the hole is to big etc.

If the holes are to big then the job was not done properly.

The lights should fit in the soffit without visible gaps because the face-plate of the lighting kit should cover the edges of the holes in the soffit so that they do not show.

The only way to fix this properly would be to replace the pieces of soffit with new soffit and have the holes cut correctly.

Pot light installation instructions are very specific about the hole size that should be cut for the light so that the cover-ring will fit properly so that the installation will look neat.

I don't think that it's to much to ask that people do a job properly and with some attention to detail.
