In this situation, Milton Hydro takes the risk. Milton Hydro's financial books are separate from the towns. But the town does own Milton Hydro.
I think the point Kiddan was making is that the manufacturer of the wind turbines approached the town and Milton Hydro for a pilot project, and as such they should be taking on some/most of the cost of the project. Perhaps this was addressed with the pricing and the manufacturer has reduced the cost of the turbines to a point where there is minimal impact to Milton hydro.
As for the 15% revenue that the town would receive, it looks like its from the advertising revenue from banners which would hang on the vertical turbines and not from any energy that may be generated. Wouldn't it just be cheaper for Milton to put up a couple of flag poles on some town owned piece of land and hang some banners from them?
I did a quick bit of research and it does look like a vertical turbine will put out less noise than a horizontal model, but I'd still be interested in finding out what sort of noise these particular units will be putting out.
