do you mean once the roads and everything are done (i.e. the letters of credit that the builder posts to the municipality have expired?) If so, i doubt it....

I dont think that Mattamy puts a grading deposit on the Statement of Adjustments anymore. Some builders still do this so to encourage owners not to change the grading or else tey dont receive that money back, but many are getting away from holding any funds for this purpose as it creates a lot of follow up work after closing.
