Great question. I would take an estimate of how much the repairs are going to cost, figure out if these repairs have already been factored into the asking price and then submit an offer based on my findings.
If you feel it's a good deal even with the upcoming repairs, go for it.
Mr. Mike was pretty much on the money IMO.
