We're hosting this (www.hawthornevillager.com) on a small toronto hosting company called Canaca (www.canaca.ca) which is very cheap and the service comes with multiple ftp accounts and high storage. The site only uses something like 1% of the storage capacity on the machine currently. So it wouldn't cost anything extra for anyone.
But then again, I think most people already have Rogers Wave, Cogeco, or other high speed internet access and most of those services include free websites anyways.
I think the reason why more people don't put websites up is they just don't have the time to learn HTML/FTP/Web-authoring software or do the posting, editing, etc....
I'm lucky, I end up doing most of this during my lunch break at work
