I found one that did the job at Habitat in the old P.O. building. The problem I was having was that the flapper was too big and rested on the side of the insulated tank and not seating properly.

I've gotta agree with the lot that said this was an easy fix, no plumber needed. The first flapper I had bought must have been defective or the wrong size or something. I put in a new flapper and made some minor adjustments to the flush valve I had installed a while back. Its been a week or so now and the problem seems to be solved all with no plumbing experience.
