I recently asked Rick Di Lorenzo this question, and quickly received this response:
A pedestrian connection from Sydenham/Lear Gate to Community Park is proposed to bridge across the small Willmott Tributary (creek) while a granular trail is proposed to lead from the Sydenham/Lear Gate Walkway south toward the sidewalk on Leiterman/Attenborough. Please see attached Budget Map illustrating the conceptual trail route and pedestrian bridge location.
The Town intends to finalize the design of the pedestrian bridge and granular trail in the channel buffer block (west bank of the creek), once the subdivision developer has completed their work. The exact location of the pedestrian bridge across the Willmott Tributary will be determined through detailed design, in accordance with the Conservation Authority Permit requirements, however it is likely to be more-or-less aligned with the concrete walkway block (Lear Gate).
Funding for this park project has been approved by Town Council. Staff are awaiting the required release of approvals for the work by the subdivision developer in order to progress the pedestrian bridge design, approvals and installation. Upon completion of the subdivision work, the Town will progress the detailed design. Construction will be scheduled for as soon as possible, upon receipt of Permit from the Conservation Authority.
