Maybe to a person who asks specifically to see the licence after the PI has claimed he or she is a PI, but if a PI is watching someone from a car and someone wanders up and asks what they are doing the PI can tell them to bug off.

A private investigator or security guard in Ontario, while performing their duties must show their PI or SGvlicense at the request of any person.

There is no question that a PI should not go around asking people random questions about another person or people without identifying themselves as a PI. That was not in question and that makes sense. But to think that a PI while doing surveillance on a home from a car needs to identify themselves as a PI to any busy-body that asks what they are doing is just silly.

Undercover, the accepted norm is when acting in a sub rosa or pretext role. Surveillance, is not that.

undercover, has been established as using a Pretext, or assuming another identity. If you are a PI hired to be a labourer at a company to find out who is stealing, or organization of a union etc. That is an undercover role. Conducting surveillance is. Or considered a pretext role. If someone asks for ID, you providebit without delay
