Typically a pre-purchase inspection of a resale home does not include looking for municipal by-law infractions BUT in a case like this I would suggest the buyer clarify any issues that may come up with their realtor and lawyer.
Now if the paved over lawn did not slope away from the home or looked like as if it was very poorly done then I would spend more time with it.
