No it is not normal to have nail holes or staple holes on a finished hardwood stair but this often happens. During construction pieces of hardboard are stapled to the steps to protect them from damage however, when the house is cleaned up and prepared for the PDI this should be fixed.

The repair is easily done with a bit of matching wood fill and a touch up on the finish work. Unfortunately many Mattamy hardwood steps have small holes from staples in the finish.
