OK, I'm stumped.....how do I go about turning on the water leading to the outside tap? I've looked in my laundry room but can't figure out what to do.

The on off taps for outside water is usually found in the basement near where the pipe exits the house. go to the basement and see if you trace the pipe back from the outside. you should see a leaver about 6-12 feet back from the exit point. The lever should be in line with the pipe as opposed to perpendicular.

Sometimes the inside tap is hidden by insulation. Just look and feel around where the piping leads outside.

Be sure to turn these inside taps back off in the fall, then open you outside taps back up
If you leave them on in the winter, they will freeze and your pipes will burst
