Unfortunately no. Not in the Milton Mattamy Homes.

Mattamy's "The Preserve" in Oakville offers it in the 45' lots, as well as 9' basements

basement are not even 8 feet (about 7 feet) and we are talking about 9 feet?

Mattamy has done this other sites some time back but it appears they are not doing it now.

There are other builders in Milton. Do they offer this option?

I don't think any of the local builders offer 10' ceilings
This would be a custom built home thing

that is not correct. Paradise offers 10 feet ceilings on ground floor as an upgrade when the standard ground floor ceiling is 9 feet.

I would get this upgrade if it's offered, 10' ceiling would look so nice in any home. When we purchased our last Mattamy home this was not offered. I guess builders are starting to offer some nice upgrades.
