Is the depth of electrical wall brackets in the drywall adjustable? I'll need to pull them out a little to install new outlets, dimmers, and wall plates. Not sure if I can pull them out and secure them.

I'm thinking of changing my electrical outlets, switches and wall plates in the kitchen to Legrand Adorne collection. They're not available in canada yet so i'm getting them shipped from the U.S.

The problem is i'm also getting a backsplash installed and the wall plates are clip ons so they would need to sit on top of the tile.

The gang boxes in the wall aren't depth adjustable once they are installed. With backsplash tile you typically just use longer screws to anchor the switch. The Adorne ones seem to be similar to the decora-style ones that I installed which also have a faceplate that clips on to a bracket that you need to screw in. Those worked fine on my backsplash so you'll probably be fine, you'll just have to buy slightly longer screws.
