Have to disagree. They would be able to go out when they have the green light since right turn has priority over left turn. This would make them EQUAL to the people heading east on Derry though the intersection. As it stands now, when traffic moves and the green is north-south, the "Scotties" tend to fill up both the shoulder and the main lane. When the green is east-west, the people coming along Derry tend not to jam up the intersection, waiting for the lane to move, but the "Scotties" think that shoulder means "Haha, screw the Derry people who have the green, I see open space, I'm going to fill it then shove into the left hand lane"... which of course prevents any more people from Derry getting across on their green light. Having been shafted by such people many times, I can assure you that (a) for every ONE light the "Scotties" have to wait the people on Derry wind up waiting three or four, and (b) because of it, more and more of us from the west side now cut through the subdivision and turn right at Scott as well.
I think it is telling, too, that when I take Scott now, I will not turn right when the lane is jammed and the north-south light is red. Twice cars from behind have illegally driven around me and into that shoulder, shoving their way over. There is no doubt in my mind that that shoulder is not only made to order for some of the lowest dregs of humanity to get behind a wheel, but as people get madder and madder about the abuse we're going to see some major accidents. A large number of times I've seen people who are heading east on Derry get fed up with the Scotties and accelerate into the right turn lane (that takes you south on Scott) and then just drive right through to the shoulder in retaliation.
It's too bad that it seems like it will take a major accident to make everyone remember how to line up and take turns (guess it's been too long since kindergarten), but the way things are now, and with the non-stop addition of people west of those tracks making it worse and worse over time, I don't doubt it will happen. It's too bad, because the only reason that shoulder is needed is because as well as the people turning right from south of Derry, with no advance green the extra lane is needed or the people turning left from north of Derry would never get out. If they'd put an advance green for those coming from the north and removed the shoulder traffic would probably flow a lot better.
