I looked for a Legend to help explain it, but couldn't find anything. I can't see any common theme either.

There are two types of highlighting done on that PDF.
The first one that alternates between yellow and white background is simply to distinguish between offices. i.e. it goes white, then yellow, then white, then yellow, etc as a method to draw your eyes between the different offices that candidates are campaigning for.
The second highlight (purple background) is to distinguish whatever the most recent addition/change has been since the last update.
