Thanks for the post and concern.
I took care of the two bags you mentioned on Louis St. Laurent Blvd. they were full of compostable materials which could have been picked up during a special pickup in a brown leaf bag.
http://halton.ca/living_in_halton/recycling_waste/For everyone's information the Town is responsible for maintenance along local roads such as Louis St. Laurent and does contract work on regional roads so there is not a duplication of services in the area and charges the region back for any costs.
If you are unsure of which level of government or agency is responsible for a service call 311 and the staff there will direct your concern to the appropriate people either at the federal, provincial, local, hydro, conservation authority or other agency.
If you know it is a Town service and you are calling after hours or on weekends call the Town's after hours number 905-878-7141 and tell the dispatcher what the concern is and they will dispatch operations staff to deal with it.
