Ok they are taking half hour brake during 12 hours shift and two different cars are always near by because of the reason for something we don’t have to know about it, because it is police and not public school.
Looks like the happy ending of story.
Thank you for posting of comments. It really helps to find out about something which looks strange at first glance.

Only problem is that engines produce most amount of pollution at... you guessed right, IDLE.
In fact above certain speed/load engines are so efficient that they do not require any smog equipment at all (Ferrari F50 exhaust system bypasses the Catalytic converters above 4500rpm).

who cares, lol, im sure everyone has been in a situation where they have had time to kill, everyone is human, you cant expect people to work 24/7.
