What's your configuration? What brand of Modem and ATA do you have? I have Vonage with Cogeco and managed to get it working.
My configuration is:
Cable Modem -> Router -> ATA
-> PC (connected to router, not ATA)
Thios way I can use the DHCP server on the router for automatc IP assignment.
It is a known issue that if your Cable Modem is RCA and Vonage ATA is Motorola, the ATA can not automatically get an IP from the Modem. that's why you need the Router between them.
Also, you need to set up the router to use the computers MAC address, Cogeco uses it to limit access to only registered computers.
