Check the last paragraph of the council resolution which is attached that added the request for provincial assistance from the Ministry of Health and Infrastructure which is on page 6 of the minutes of the meeting.

This is similar to the co-ordinated work both boards and the town did in the last few years in approaching the infrastructure ministry to arrange funding for the two public and two catholic schools to open in the last 12 months in Milton which is the first time the Boards have had multiple applications for new schools in one community in a long time.
The Halton District School Board is already working on the plans for the Milton #7 school which would serve this area when it is expected to be occupied some time later in 2012. Town staff and I send reports to both boards monthly to keep them informed of planning approvals and house construction which last month averaged 7.5 homes per day given occupancy permits for a total of 233 new families in May alone.
The Mattamy Willmott area is approved by the town pending regional servicing and site plan approvals as stated in the report. Unfortunately under the Education Act as Donna Danielli the public trustee and Sandor Koso the catholic board trustee can tell you, the boards cannot make the arrangements for the school construction until the neighbourhood plans are registered which is usually near the end of the planning process for a new area.
The Province does not have to approve these plans at this level but the Town and region have to conform to Provincial planning policies to allow development even though the schools and hospital do not have capacity for the new area. Something the Mayor, Regional Chair and I will be asking cabinet ministers to change when we meet with them at the Association of Municipalities of Ontario (AMO) conference this August as well as development charges and other growth issues to have a complete community.
