Quebec City is one of my fave places and luckily work sends me there about twice a year. And restaurants....well your spoilt for choice really, many fabulous little places and reasonable prices too, at least compared to Toronto. I usually stick around the old Quebec area and some of the ones I like off the top of me head:
Auberge du Tresor
Le Cochon Dingue
Le Retro
Cafe De Paris
Au Parmesan (this place is totally mad)
And loads more I can't remember the name of. Part of the fun is wandering round and seeing what takes your fancy
