If you wait long enough (not that long) the little plastic flaps on the cheap outside covers will just blow off and you won't get any noise from them.

Best solution is to replace the builder standard with a better quality cover as suggested in the referenced post.

If the flaps break off you will attract birds nesting.

There is a 2 foot pipe with an angled cover vent flap available at home depot that you can replace it with. You will just have to caulk it.
