They were still working on the fences last week. They were doing a lot of yards so maybe they aren't finished yet. Most of them do leave the cleanup until the end.

I thought the owners and/or contractors would of cleared it up as well. After seeing it for many weeks, I called by-law and reported it. They told me they would pay a visit to the homeowners.

Whether it was the contractors or homeowners, the homeowners are responsible for any debris or littering on their property.
